Federal, State and Territory Education Ministers will provide advice to the Council of Ausralian Government meeting in December about the core elements of the National Plan for School Improvement, which aims to lift the Australian schooling system into the top five in the world by 2025.

Federal School Education Minister Peter Garrett said that his State and Territory counterparts agreed  progress the key reform proposals outlined by the Federal Government’s plan.

So far, the plan outlines a new school funding model, based on the individual needs of all students and is linked to education reforms which have been shown to improve results.

The Ministers to provide advice to COAG on five core reform elements of quality learning, quality teaching, empowered school leadership, transparency and accountability, and meeting student need.

Mr Garrett also confirmed that the Federal Government will be introducing the Australian Education Bill into Parliament before the end of the year.

“The Bill will enshrine the aspirational goals and high level reform directions of the national plan. A second phase of legislation next year will be introduced following further extensive discussions and negotiations with the states and territories and the non-government sector,” Mr Garrett said.

The next meeting of Ministers will be held in late November.
