APS6 - Lead Auditor

 

  • Anticipated start date mid to late June - Two weeks full-time training
  • Ongoing APS6 roles - $81,033-$87,733 plus 15.4% Super

The Lead Regulatory Officer will be required to analyse allocated complaints and regulatory matters and make a determination regarding the appropriate regulatory response under the national framework which may include high risk complaints, applications for renewal and or conducting a regulatory activity from the Regulatory Strategy.

The Australian Skills Quality Authority (ASQA) is the national regulator for Australia’s vocational education and training sector. ASQA’s role is to ensure nationally approved quality standards are met through the application of a risk-focused approach to regulation.

The Regulatory Operations team is a multidisciplinary team which uses a number of regulatory tools to respond to high risk regulatory matters in accordance with the National VET Regulator’s risk management framework.

The Lead Regulatory Officer will be required to analyse allocated complaints and regulatory matters and make a determination regarding the appropriate regulatory response under the national framework which may include high risk complaints, applications for renewal and or conducting a regulatory activity from the Regulatory Strategy.

The Lead Regulatory Officer is responsible for carrying out a range of duties including:

  • Determining further information requirements and the appropriate regulatory tool (including audits) to use for the collection of the information or evidence;
  • Undertaking analysis of allocated regulatory matters and making recommendations about a providers’ compliance with the Standards;
  • Leading and supervising an audit team in undertaking on-site audits;
  • Preparing briefs and reports including making recommendations for Commissioners in relation to regulatory matters and working collaboratively with the Enforcement and Investigations team to make a determination as to the appropriate coercive power and/or action in relation to regulatory matters;
  • Contributing to the development of educational products which may include delivering training sessions and educating stakeholders in relation to their obligations and the requirements under the Standards;
  • Providing guidance and support to other team members and other internal stakeholders
  • Contributing to business improvement strategies and initiatives   

To be successful in this role the skills and experience required are:

  • An ability to gain knowledge of or have an understanding of the vocational education and training (VET) sector, the international student sector and the National Skills Framework. Demonstrated experience in interpreting and applying the legislation, policies and guidelines
  • Demonstrated experience in applying risk management audit principles, procedures and techniques using a range of regulatory tools to evaluate information and collect evidence for the purpose of making recommendations about compliance and regulatory responses
  • Experience or understanding of conducting training, quality audits and analysis using research, interviewing and investigation skills to evaluate compliance to draw accurate conclusions based on evidence.
  • Well-developed written and verbal communication skills
  • Time management, prioritising and meeting deadlines with minimal supervision

Mandatory:   

  • Demonstrated experience in interpreting and applying the legislation, policies and guidelines
  • Requirement to travel which may involve overnight stays.
  • The successful applicant will be required to undertake an Australian Federal Police Check and/or obtain a security clearance

Highly Desirable:

  • Experience working in the vocational education and training sector in Australia and understanding of the regulatory framework for vocational education and training and the international sector
  • A current Australian driver’s licence.

If you do not hold these qualifications on commencement, you will be expected to obtain the following:

  • TAE40116 Certificate IV in Training and Assessment (or its successor); and must include the following units:
  • TAEASS502B Design and develop assessment tools (or its successor);
  • TAEDES501A Design and develop learning strategies (or its successor)
  • TAEASS503A Lead assessment validation processes (or its successor BSB51607 Diploma of Quality Auditing (or its successor) and must include the following units:
      • BSBAUD402B Participate in a quality audit (or its successor);
      • BSBAUD501B Initiate a quality audit (or its successor);
      • BSBAUD503B Lead a quality audit (or its successor); and
      • BSBAUD504B Report on a quality audit (or its successor).
