The Australian Children's Education and Care Quality Authority (ACECQA) is an Independent National Statutory Authority dedicated to ensuring children have the best possible start in life.

ACECQA is seeking applications for a Manager, Research and Evaluation, who will be responsible for managing a small team to undertake research and evaluation related to the National Quality Framework (NQF).

Key Duties: 

  • Plan, coordinate and lead ACECQA's research and evaluation program 
  • Analyse and add value to information collected under the NQF legislation, including preparation of reports for the ACECQA Board, Regulatory Authorities and Education Ministers
  • Project manage workflow in the research and evaluation team 
  • Manage research activities with an emphasis on best practice 
  • Manage evaluation activities to generate advice and recommendations on the effective and efficient operation of the NQF 
  • Work cooperatively and collaboratively with other managers and team members across ACECQA 
  • Establish systems to organise and keep accessible and useful ACECQA's quantitiative information about the NQF, and ensure effective quality assurance measures apply to the use of this information 
  • Supervise and lead team members 
  • Communication and stakeholder management 
  • Respond to regular and urgent requests for information, including the drafting of routine updates and briefs to the CEO, and external governance bodies
  • Represent the section/team or ACECQA at meetings with key stakeholders 
  • Prepare briefs, reports and policy papers based on new or existing research for the General Manager, CEO, Board and external stakeholders 
  • Monitor emerging research in the area of regulatory design and development in related regulatory fields and provide advice on potential opportunities and risks for the NQF.

Selection Criteria:

The following skills, knowledge and experience must be addressed by candidates in a separate document per criterion.

  1. Demonstrated ability to think strategically, including the ability to align activities with organisational objectives, determine priorities and provide direction and guidance to a team
  2. Demonstrated ability to achieve results, including sound project management skills and the ability to motivate and develop staff to achieve organisational objectives and outcomes in a timely manner
  3. Demonstrated ability to communicate with influence, including the ability to adapt to the relevant audience and negotiate persuasively
  4. Demonstrated high level conceptual, analytical and research skills, including a strong understanding of quantitative and qualitative research methods and data management
  5. An understanding of current trends, issues and policy in the education and care sector
